No ones fault (Possibly the original developer) but when pipes are not lagged they are susceptible to freezing and blowing joints.
After some investigation with the borescope we had to open two sections where the water was dripping through. The first hole with the most water damage was simply where the water had run to and collected but the second larger hole showed the blown joint.
we cut this out and installed a new section of pipe then lagged the section and reinstated the thermal wool.
